Project Manager Operations - Abandoned Mines, Northern Canada

Parsons is looking for a Project Manager - Operations to join our team to support an abandoned mine opportunity in the Yukon. We are looking for staff who have experience managing environmental program at active or abandoned mines. The successful candidate will provide expertise and technical assistance to a team supporting care and maintenance operations and remedial construction activities at a unique northern abandoned mine. Rotation to site for work shifts is expected.

Role Description

  • Project Sponsorship:

  • Acts as the Company representative with the client and selected subcontractors during the project execution.

  • Ensures that the project meets or exceeds goals established in these plans.

  • Chairs weekly job meetings; prepares and submits summary of project progress and pending issues to Senior Project Manager.

  • Anticipates problems and works with client, engineers, subcontractors, and Senior Project Manager to identify and implement corrective actions.

  • Keeps client and Senior Project Manager informed of the day-today activities of the project.

  • Maintains accurate documentation of job progress through daily logs and other reports.

  • Project Development:

  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.

  • Develops the work packaging, sequencing, and scheduling plans

  • Develops project documents, processes, and procedures required to support quality control and final project deliverables.

  • Project Tendering:

  • Supports the preparation of technical components of tender documents meeting the project requirements

  • Coordination of requests for clarification on all issued documents, and issuance of addenda to tender documents

  • Preparation and issuance of contract documents

  • Management of internal and external communications regarding tender submissions

  • Contract Management:

  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.

  • Processing and maintaining control and accountability for contract modifications (i.e. Amendments, de-scoped items, etc.)

  • Negotiates changes to the scope of work with the client and key subcontractor

  • Managing and coordinating the appropriate closure of contracts, including management of performance metric reporting, acquisition of deliverables (i.e. Operations manuals, warranty documentation)

  • Maintaining and updating tracking tools with current values for contracts and amendments (projected and actual), and developing data summaries

  • Compliance monitoring of contract deliverables

  • Health, Safety & Environmental Stewardship:

  • Manages HSE program for Construction activities including review and approval of Contractors and oversight of work activities

  • Assists Superintendents and Safety Officers with EHS program implementation; Contractor review, site inspections and enforcement of standards

  • Provides support to the HSE managers, leads by example and actively participates in the HSE program (training, inspections, employee mentoring)


  • 10 + years of related experience, including project leadership or management experience

  • Bachelor's degree in a relevant field of study from an accredited institution, or equivalent experience

  • P.Eng. or P.Geo. license in Yukon or eligible to obtain a license within 3 months of employment with Parsons;

  • Ability to communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports, and briefings.

  • Must have the ability to manage projects, interface with clients and enjoy being hands on technically in the project.

  • Comprehensive knowledge of industry standards

  • Execution of projects with Health and Safety as the top priority;

  • Expertise in managing a team, budget management, report preparation, and client relationship management;

  • Strong organizational and time management skills; and

  • Excellent oral and written communication skills, as well as advanced technical writing abilities.

  • Must be agile and flexible in ever changing situations
