Job Description:

With 80 years of leadership in municipal design and civil infrastructure delivery, we are seeking an experienced Project Manager and Supervising Engineer to join our team. Our strong relationships with municipalities and government ministries across Western Canada, including Manitoba, position us as leaders in project delivery. We are looking for a dynamic leader capable of managing projects and mentoring and growing a team of engineers and designers.

As the Manitoba Interdisciplinary Lead , you will be responsible for building and growing the business, maintaining good relationships with clients, and expanding the Parsons team. You will manage the leadership of civil infrastructure projects including roadway, bridge, active transportation, drainage and utilities in municipal and rural settings. Your responsibilities will include leadership and oversight of pursuits, scope development, scope management, and budget performance of various projects to meet their goals and objectives. You will demonstrate technical excellence in civil design and be a thought leader in overseeing the delivery of complex projects without sacrificing schedule and budget. This role involves coordinating projects through all phases, including pursuit, inception, programming, design, construction, and closeout.

Knowledge of Manitoba provincials and municipal agencies’ policies and procedures.

Key Responsibilities:

  • Build and maintain strong relationships with provincial and municipal clients within the region.

  • Lead and grow the existing Manitoba Infrastructure practice.

  • Build strong relationships with local partners to allow for teaming opportunities.

  • Act as the Company representative with clients and selected subcontractors during program execution.

  • Negotiate changes to the scope of work with clients and key subcontractors, and secure additional work with our clients.

  • Follow up on instructions and commitments associated with projects and participate in negotiations with regulatory agencies and public meetings in support of clients.

  • Oversee the establishment of Project Execution Plans, Health and Safety Plans, and Quality Assurance/Quality Control Plan Documents.

  • Establish program requirements for all areas of projects and monitor draft and final deliverables for adherence to these criteria.

  • Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the business in Manitoba.

  • Promote technical and commercial excellence through the application of Quality Assurance processes.

  • Monitor and report to senior management on the progress of all activities, including significant milestones and any conditions that could affect client relationships, project costs or schedules.

  • Leverage subject matter expertise from other Western Canada offices to support projects and proposals in the Manitoba market.

Required Qualifications:

  • Bachelor's degree in Engineering or a related technical/business field.

  • P. Eng registration with Engineers Geoscientists Manitoba (EGM).

  • 10+ years of related civil infrastructure design and leadership experience; design-build experience is a plus.

  • Ability to manage projects, interface with clients, and work technically hands-on while leading and overseeing the engineering teams.

  • Excellent written and oral communication skills.

Preferred Qualifications:

  • Experience with the Manitoba market is desirable.

  • Resident of, or willingness to relocate to, Winnipeg is required

Projects:

You will oversee civil infrastructure projects for key clients such as the Ministry of Transportation and Infrastructure, Manitoba Hydro, City of Winnipeg, City of Brandon, and other municipalities in Manitoba, delivered using traditional and Alternative Project Delivery methods.
