We are actively looking for a Director of Risk Management, to join our Operations organization with an objective offacilitatingrisk management applications and processes that safely deliver high-quality programs and projects that are technically and environmentally sound, while achieving affordability and certainty in cost and schedule .


In this role, you will provide leadership, management and direct support to the implementation of company-wide enterprise risk management activities, and the development and implementation of risk management practices across a diverse portfolio of projects and programs, for the transportation, water and industrial markets.


Lead the awareness and development of risk management best practices in compliance with corporate enterprise risk requirements, and in advancing risk management capabilities in the pursuit and execution of projects, as well as for the development and delivery of clients’ programs.

Coordinate with corporate risk management, and lead business unit management and staff to define, manage and provide enterprise risk assessments pursuant to corporate policies and procedures. Identify and utilize subject matter experts and other resources to provide category risk assessments and provide a business unit summary assessment of its portfolio risks under its respective market and competitive environments.

Lead, advise and enhance the development and use of risk management practices, processes, tools and technologies to further identify and mitigate risks associated with the portfolio of projects from initiation of the project pursuit, through execution and closeout. Attend proposal and project reviews assuring proper identification and mitigation of risks in supporting the accomplishment of competitive pricing, and the success in project and financial performance.

Lead, advise and support program managers and division management in the sales and implementation of best practices, processes and procedures in providing risk management for our clients’ and their capital programs. Including the facilitation, assessment and analysis of risks and the establishment of contingencies enhancing the certainty in the accomplishment of their budget, schedule and quality goals.

Establish and facilitate communication and collaboration protocols implementing and advancing risk management, including risk management communities to promote risk management awareness and behaviors in supporting compliance to corporate policies, and in advancing business unit risk management practices. Coordinate and collaborate with division management personnel to instill a risk management behavior in the bidding and execution of pursuits and projects.

Through a technical organization service structure, build the resource capabilities to facilitate risk workshops; provide risk analytics using market statistical tools; and manage and provide risk management services to projects and programs. Support succession planning activities to the benefit of the risk discipline and the growth of the company.

Provide risk management support to projects and programs in marketing, proposals and other pursuit related activities; initiation and set-up of projects/programs; and in directly supporting risk management requirements and needs to the division.

Performs any other responsibilities associated with this position as may be appropriate for company, business unit, program or project and needs.


4-year degree in Engineering, Construction or related technical field and at least 25+ years of related work experience is required with at least 10 years as a program manager/project manager.

Incumbent should have a broad general management and technical background with contracts and business knowledge, as well as previous program/project or risk management experience on large APD programs or projects. At-risk project experience preferred.

Must demonstrate an understanding and knowledge of alternative delivery models (APD), including engineer, procure and construct (EPC), design-build (DB) and public-private partnerships (P3) with a strong background in fixed price construction preferred.

Prior participation in contract reviews and negotiations; engagement in risk management activities for large programs and projects; and, detailed knowledge or experience in estimating and scheduling of civil or industrial projects. Additionally, knowledge of the APD market/industry; strong leadership and team building skills; ability to effectively communicate and coordinate with various stakeholders; and attributes demonstrating a sense of urgency and attention to detail.

Must be willing to travel as necessary to perform duties.

PMP is required


Incumbent must meet Parsons’ project management certification requirements. Proven ability to perform in a management capacity and serve as a leader and team builder, excellent written and oral communications skills, and a thorough knowledge of industry practices are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
