T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.


This person will work with the IS Manager, project managers, clients, and others to develop and maintain project specific web based applications in Microsoft .NET framework 2.0 and above using MS Visual Studio.NET 2005 and SQL Server 2008 or newer.

They will be proficient in requirements gathering, design, development and testing. Candidates should possess a broad technical overview (infrastructure, applications development, desk side support, SharePoint, business processes), be able to understand complex technical solutions, and be able to explain these to non-technical people.

SQL Database administration experience a plus.



  • Computer Science or MIS Degree


  • 5 + years of experience or 6 – 8 years of business experience

Required Skills

  • Microsoft .NET and Visual Studio.NET 2005 or newer

  • Minimum of 5 Years Programming Experience

  • Microsoft SQL Server 2005/2008/2012

  • Experience with backup and recovery, performance tuning and optimization, troubleshooting, replication, data migration, data warehousing, architecture and design, stored procedures, views, functions, triggers, maintenance plans and scheduling jobs in SQL server agent

  • Strong analysis, programming and database management skills

  • Experience in providing operational and maintenance support in a LAN environment

  • Strong written and verbal communication skills

  • Demonstrated ability to build/maintain customer relationships

  • Microsoft SQL Server Reporting Services

Preferred Skills

  • Web Services/XML/XSD/SOAP


  • VBA and writing macros using Visual Basic.


  • Advanced programming knowledge and skills including: MS Excel, Visual Studio.NET 2005 and newer, ASP.NET, Visual Basic .NET, MS SQL Server 2005/2008/2012, XML

  • Financial and Accounting background specialized in project management and government contracting a plus, as is experience in property management concepts.

  • Experience working in a team environment

  • Skills in analysis and software application design and documentation

  • Experience in data analysis and file/table design, understanding software development methodologies and N-Tier architectures.

  • Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.

  • 10% travel to the Washington, DC area may be required.
