POSITION OVERVIEW :
Provides business development leadership and direction for the United States Space and Geospatial market sector for Parsons Federal Solutions. Candidate requires technical, policy and programmatic understanding of the newly formed Space Force and its implications to the United States’ space mission as well as other supporting agencies. The candidate should be competent in business development best practices and demonstrate the ability to create and execute strategies that position the company for growth. Responsible for leading the definition of technical solutions and high value disruptive offerings in responses to customer solicitations for new business. Ability to hire, mentor and develop leadership within the operational business area, as well as within the existing business development team. Able to travel when necessary to meet with and cultivate new customers and to collaborate with operational staff at relevant locations including; Wash DC, Denver, Colorado Springs, Huntsville and Los Angles. Typical responsibilities include managing major client accounts, establishing and leading capture teams, submitting winning proposals and managing related budget expenditures. This position requires regularl interfaces with upper-level management and client personnel. This position is based in Chantilly VA but with significant presence in Colorado Springs or Denver Office.
SPECIFIC RESPONSIBILITIES :
Keeps abreast of overall business trends, particularly the current business climate to include changes in customer policies and priorities. Defines and Executes long-term business and marketing strategies. Directs a marketing campaign to establish and cultivate long-term relationships with key client officials. Seeks opportunities to strengthen client relationships.
Defines and executes market development campaign(s) to better position the company in the Space Force, GEOINT and related markets. Leverage expertise in the Department of Defense, Intelligence, space and cyber policies and doctrine development to identify future business opportunities. Define and Develop investment strategies to advance company technology and capabilities to better position the company to win and perform this work.
Manage and lead a focused account executive team and interface with shared resources in proposal operations, marketing, engineering and functional teams (Finance, Procurement, Human Resources, Contracts)
Manage various related overhead budgets to include marketing, bid and proposal and R&D accounts.
Support on-going tactical efforts to pursue related space force, GEOINT and cyber offerings, as these existing efforts will become adjacent capabilities to this new space force development.
Comply with special security handling requirements for these types of programs and ensure company market development strategies accommodate and enhance our security posture.
Work collaboratively across the federal division to identify existing capabilities that can support new market development efforts. Develop professional relationships with members of legacy activities and help the staff transition existing capabilities to new capabilities.
Identifies potential clients within area of specialty and develops sales strategy. Understands and responds to potential clients’ needs and objectives.
Identify and cultivate partners that will provide value to the company position for both market and individual benefit.
Provides leadership and guidance to proposal teams from inception to completion. Oversees the development of the pricing structure, as well as other contract terms and conditions.
Negotiates contracts, including non-disclosure, teaming and technology sharing agreements with clients and partners within the markets being developed.
May direct or information market development activities of related or adjacent markets.
Keep abreast of national/international political and economic conditions as these could affect the strategies and market development efforts.
Performs other responsibilities associated with this position as may be appropriate.
4-year degree in Engineering, Science or Business (or equivalent) and least 25+ years of diversified experience, primarily within the business development realm of a large, multinational company, is required.
Requires technical competencies with space systems, remote sensing, data analytics, joint battle management and command and control, complex network and data processing, cyber, and EW development and operations.
Proven track record of selling and delivering technical services to the USAF, US Space Force, and US Cyber Command.
Must be eligible to obtain and maintain or currently possess a Top-Secret SCI Poly clearance.
A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company’s policies ad business objectives, is required. , Understand the DoD and appropriate authorities, policies and doctrine implementation. The candidate must possess strong written and oral communication skills, including excellent presentation skills. In addition, an exceptional ability to represent the Company favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
