T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.
Serves as a Construction Administration/ Document Control (SCA Engineering Tech II)
Under minimal supervision performs a variety of document control functions for a regional office.
Plans, organizes, and implements systems for efficient document processing of all communications, supplier documents, design documents, construction documents or other internal or external documents.
Coordinates the flow of documents between project operations, engineering disciplines, construction team, or other functional groups.
Will have knowledge of both the work processes of document control and also the use of electronic systems used to manage documentation.
Processes various document types through all procedural steps in accordance with well-defined procedures and guidelines. Ensures that pre-established document control requirements (e.g., which document numbering system will be used; how many and which signatures will be required for certain approvals, etc.) are satisfactorily met throughout the duration of the project.
Receives, tracks, and monitors documents using standard document management programs to register documents, maintain databases, and produces logs, transmittals, and other reports as required. Enters data and produces reports using other standard office automation or department-specific computer applications. Initiates and replies to routine correspondence related to area of responsibility.
Manage required construction project documentation in a SharePoint based environment including submittals, requests for information and field instructions, progress schedules, schedule of values, progress meeting minutes, field reports including resident engineer daily reports, punch lists, certified payrolls, and project pictures.
Participate in preconstruction meetings, progress meetings, change order negotiations, and customer meetings as required.
Assist in developing Scope of Work and technical documents for construction projects.
Assist in developing submittal registers for construction projects and review of subcontractors’ submittal registers and submittals for conformance with construction specifications and drawings.
Work Release closeout support including property disposition and uploading of deliverables to PDS.
Performs other duties as assigned.
Associates Degree plus two to three years’ relevant experience including document control and/or construction industry experience.
Proficient keyboard skills and a working knowledge of MS Windows, MS Excel, Share Point and related word processing, spreadsheet, and database software is required. Assignments will require a working knowledge of Electronic Document Management Systems. Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.
Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
