Lead Strategic Engagement Planner and Strategic Engagement Manager (SEM) Analyst. Must have highly relevant experience LTC-/GS-14-Senior Analyst equivalent or higher level to support TRADOC G-9 strategic engagement effort in the organization’s role as the TRADOC lead for strategic engagement. Equivalent experience as senior manager/analyst with government or contractor support to the government of five years or more preferred. Must be able to express ideas and recommendations accurately, clearly, and concisely in both oral and written communication. Requires demonstrated critical thinking skills and the ability to develop creative solutions to complex problems. Must be able to provide support in coordinating Association of the United States Army (AUSA) events, including development of industry engagements, daily schedules, and media activities. Must have demonstrated the ability to provide quick reaction support to unplanned actions and activities. (Will observe restrictions on lobbying to influence congressional action, see e.g., Pub. Law No 111-8, Department of Defense Appropriations Act, 2009). Must have knowledge of the Strategic Engagement Manager suite or similar relational database management system and software including demonstrated ability to data mine a large database of records and synthesize information from those records to provide a common operating picture. Must have demonstrated an understanding of how to integrate the Army’s capabilities with other Services, U.S. government agencies, and foreign government partners to provide senior level recommendations used by leaders at the 3-star and 4-star or equivalent level. Must have demonstrated experience in advising how to communicate key messages, providing assessments with analytical rigor on how organization actions will be perceived by internal and external audiences, recommending mitigation strategies to reduce communication and key stake holder engagement vulnerabilities, and maintaining effective relationships with communities of interest, key centers of influence, and other stakeholder groups. Prefer demonstrated ability to organize and lead multidisciplinary planning teams to deliver an executive level product with minimum guidance in a short period of time. Responsibilities will be performed daily to include:

  • Capable of identifying and documenting Army organizational elements’ strategic engagement opportunities and operational strategic engagement improvements. Observing the restrictions on lobbying to influence congressional action (e.g., Pub. Law No. 111-8, Department of Defense Appropriations Act, 2009.)

  • Capable of documenting, and maintaining daily a running estimate in the design, implementation, and assessment of the Army’s force management strategic engagement efforts to accomplish the purpose and objectives established by the Secretary of the Army, Chief of Staff, Army, and the Commanding General, TRADOC.

  • Capable of developing integrated engagement plans for Army leadership aimed at communicating with internal and external stakeholders for purposes of gaining resources and relating current concepts, capabilities and ideas. Venues include, but are not limited to, internal Army, OSD, Joint Staff, sister Services, Congress, Industry, Think Tanks, and Academia. While complying with the restrictions on lobbying to influence congressional action (e.g., Pub. Law No. 111-8, Department of Defense Appropriations Act, 2009).

  • Capable of working with senior military officers and officials up to 4-star level to develop communication objectives and compelling messages supportive of Army force management and human capital activities and to enable strategic positioning. Develop daily briefings, papers, themes, and messages, web based documents and other communication materials that promote these objectives. Advise senior personnel on a broad range of communications and strategic engagement issues which can be used at the executive 3- and 4-star equivalent senior levels. Capable of providing background and analysis on media contacts as well as provide recommendations on possible developmental actions necessary to support media coverage and improve stakeholder understanding of concepts and initiatives. Maintain the daily use of social media outlets. Provide Daily Highlights based on specified force management, human capital and DOTMLPF-P topics.   • Plan, assess, and document a wide range of media options such as podcasts and virtual roundtables/Town Halls as strategic engagement products used to support senior leadership at the executive level of 2-star and above on a daily basis.

  • Capable of planning industry, government, academic and multinational engagements for senior officials attending Association of the United States Army (AUSA) and similar forums.

  • Capable of supporting media relations to include documenting daily analysis, planning, and addressing media inquiries and press highlights.

  • Capable of designing, developing, executing, and documenting daily studies on the applicability of emerging technology; e.g., web-based capabilities, knowledge management capabilities, cloud computing, social networking, and collaboration technologies, toward the effective accomplishment of the mission.

  • Capable of developing, enhancing, or using government or commercial systems such as, but not limited to, Meltwater, Google analytics, Twitter and Facebook to gather data in support of studies. Deliverables include interim progress reports and final reports to include findings and recommendations as well as any developed or enhanced capabilities.

  • Capable of establishing and maintaining relational database and reports to support strategic engagements and communications that reside on a government owned and hosted network. Primary areas of focus are the web-based TRADOC Communications and Engagement Dashboard (TCED) and Strategic Engagement Manager (SEM).

  • Capable of providing systems administration of the TCED and SEM web applications that are hosted on a government procured/provided facility.

  • Capable of maintaining and revising the TCED, a SharePoint-based application.

  • Capable of providing all technical support to ensure TCED functions continuously.

Capable of building, maintaining and updating the Strategic Engagement Manager (SEM) database in appropriate code on a government-owned or government-contracted cloud service with a commercial vendor (e.g., Microsoft Azure, Amazon Web Services) for engagement assessments, websites, and to develop and generate graphical products to include limited printing.

  • Capable of revising and maintaining the SEM on a government hosted cloud service (e.g., Azure or AWS) and supporting databases.

  • Responsible for information assurance of the SEM application as deployed in a government-owned or contracted cloud environment.

  • Provide all technical support to ensure SEM functions continuously.

  • Conduct daily scans of applications to ensure all internal and external links function properly.

Experience and Qualifications: Master’s Degree in related technical/business field and at least 20-25 years of related work experience is required. Must have 5 years previous senior manager/analyst with government or contracted support to government. Command and General Staff College (CGSC)/Intermediate Level Education(ILE) Graduate or Equivalent preferred.
