Lead Strategic Policy and Plans Analyst
Must have highly relevant experience at the LTC-/GS14-Senior Analyst equivalent or higher level to support the required analytic requirements. Equivalent experience as senior manager/analyst with government or contractor support to government of five years or more preferred. Must have demonstrated ability to express ideas and recommendations accurately, clearly and concisely in both oral and written documentation. Must have demonstrated critical thinking skills and the ability to develop creative solutions to complex problems. Must have relevant experience in understanding how to integrate the Army’s capabilities with other Services, U.S. government agencies, and foreign government partners. Requires a broad understanding of the formal and informal procedures and processes for resourcing DoD and for developing national security and military strategy. Must have the ability to organize and lead multi-disciplinary planning teams to deliver an executive level product with minimum guidance in a short period of time. Support the analysis of policy, strategy, plans, concepts, and doctrine. Will have the knowledge, skills and abilities to support the following tasks. Equivalent experience as senior manager/analyst with government or contracted support to government of five years or more is preferred. Required skills include the ability to express ideas and recommendations accurately, clearly, and concisely in both oral and written communication, critical thinking skills and the ability to develop creative solutions to complex problems, understanding of how to integrate the Army’s capabilities with other services, U.S. government agencies, and foreign government partners, a broad understanding of the formal and informal procedures and processes for resourcing DoD and for developing national security and military strategy, and the ability to organize and lead multidisciplinary planning teams. All efforts in this task will be performed daily. As a minimum, support shall include, but is not limited to:
Provide technical support including reports, summaries, comment matrices or other documents in the analysis of OSD, Joint, and internal Army strategies, campaign plans, plans, and policies, and related supporting documents.
Capable of attending meetings and producing summaries and reports necessary to maintain currency of ongoing efforts that affect the Army’s force modernization strategy.
Capable of attending meetings and producing summaries, reports, or other documented assessments necessary for coordination with, and facilitation of, TRADOC, Army Staff (ARSTAF), Joint Staff, OSD, and interagency working groups.
Documenting the integration and analysis of doctrine, concepts, and requirements including assessment of each relative to various Army plans and documents, and related activities within the Joint Staff, OSD, and other Services.
Develop and/or re-write of OSD and/or Joint vignettes/scenarios, their associated concepts of operations (CONOPs), and related Multi-Service Force Deployment (MSFD) lists in coordination with internal TRADOC and Army Force Modernization proponents, with specific focus on future force requirements and capabilities.
Provide daily written analysis/comments in relation to war game, seminar, and analysis efforts as required.
Capable of documenting analyses and developing findings, conclusions, and recommendations for proposed changes in doctrine, tactics, techniques, and procedures for war fighting, training, and sustainment. The findings and recommendations shall be coordinated and integrated with all appropriate Army, Sister Service, and Joint Staff offices.
Develop and provide documents in the write-up, re-write, and revision of major Army, TRADOC-specific, and/or Joint plans, doctrine, and concepts, to include Joint Operating, Functional, and Integrating concepts and manuals related to development of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) solutions or products reflecting Army current-to-future capabilities development efforts.
Developing execution and decision support matrices or templates that support the Army’s current to future strategies and plans.
Capable of participating in and reporting on other analytical actions (e.g., think tanks, Federally Funded Research and Development Centers).
Experience and Qualifications:
Master’s Degree in related technical/businessfield
20-25 years of related work experience isrequired.
5 years previous senior manager/analyst withgovernment or contracted support to government.
Command and General Staff College(CGSC)/Intermediate Level Education(ILE) Graduate or Equivalentpreferred.
