Parsons Corporation Project Manager - Rail and Transit in Washington, District Of Columbia

Parsons is seeking a Project Manager with significant experience managing large rail and transit projects to serve in a staff augmentation role for a large rail/transit project in the Washington, DC area.
Local candidates preferred but open to considering candidates who can relocate or travel to the D.C. area for the project on a case-by-case basis.
The selected candidate will have an in-depth knowledge of design and construction and will be our point of contact with the client. More broadly, you will be integral to helping execute existing work and developing new projects by assuring on schedule and within budget completion, in accordance with our contractual obligations. In addition to supervising Parsons’ staff, you will build on our professional relationships with key subcontractors during the program execution. You will assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Your knowledge of the client’s goals and objectives will be instrumental in discussing any changes to the scope of work or new projects, contracts with key subcontractors, and adherence to regulatory requirements. Keys to your success will be your knowledge of design and construction, ability to monitor deliverables for adherence to client criteria as well as help execution of all business, technical, fiscal, and administrative functions.
Major duties and responsibilities:
Serve in a staff augmentation role to support the client in overseeing and managing a major rail/transit capital project
Lead a team of PM/CM, design, and construction professionals under the direction of the client
Coordinate with all project stakeholders
Oversee the execution of the design, preconstruction, and construction work to ensure adherence to the project scope, schedule, budget, and quality requirements
Provide technical guidance and perform constructability reviews
Support value engineering and conduct risk assessments and workshops
Oversee implementation of temporary cutover plans during construction, as well as implementation of the systems integration plan
Support change order and claims management process
A minimum of a bachelor’s degree in structural/civil engineering or related field
Six (6) or more years of demonstrable experience in directing, managing, and administering design and construction projects in an operational environment; a minimum of two (2) years in the transportation industry
A minimum of twelve (12) years of overall professional experience
Experience in design of transit infrastructure such as tunnels and bridge rehabilitation or similar infrastructure
Experience in rail/transit systems (e.g., communication, traction power, life safety, fiber optic, etc.) implementation is preferred
Familiarity with systems integration and systems commissioning
Experience with construction management at risk project delivery is a plus
Experience in risk assessment and management, preferably in FTA’s risk analysis process and tools
Excellent interpersonal, and verbal/written communication skills
