Job Description:

We are looking for an experienced transportation professional with expertise in Right-of-Way limits and Land Use, to support Roadway design projects in the Washington DC/Virginia/Maryland region. In this role, you will have the opportunity to work on diverse projects and support designs for both conventional and Integrated delivery (design/build) projects.

In this role, you will be responsible for performing a variety of professional and coordination tasks that involve the acquisition of land rights and assessment of damages to real estate property assets due to transportation improvement projects. The Right of Way Specialist reviews and evaluates project plans in various levels of development and coordinates with clients, engineering staff, property owners, privately-owned utilities, governmental agencies and other third party owners to develop right-of-way impact statements and budgets.

Specifically, you will perform examination of legal titles, surveys or legal property descriptions as recorded at the register of deeds office to determination right-of-way limits; conducts negotiations with property owners for the acquisition of rights of way, permanent easements, temporary construction easements, and other interests in real property for transportation facilities and their appurtenances.

Additional Responsibilities:

Prepare and review easement documents, as well as assists with the condemnation process where necessary, to include preparing legal documents for inclusion in condemnation packages submitted to court

Develop compensation agreements and permits related to private property owners, government agencies, railroad and transit agencies, services for telecommunications providers and utilities to assure equitable and fair market compensation in accordance with local, state and federal laws, policies, and procedures; and submit said documents and/or packages for approval by authority having jurisdiction of the project area.

Confer with local DOT Management, Directors, Attorneys, and other staff to resolve major issues relating to Right of Way Acquisitions.

Conduct or direct the recordation of legal documents for property dedications, easement acquisitions; prepares and maintains records of property rights of entry for properties adjacent to the Right of Way.

Work directly with the Project Manager and may, as directed by the Project Manager or Client, contact and meet with the public, community groups, utility companies and contractors to ensure optimum project coordination.

Prepare regular reports indicating progress of the acquisition process and budget allocations; review property and relocation offers to insure compliance with applicable federal and state Right-of-Way and Relocation requirements, on private, rental and governmental properties.

May solicit venders for relocation, temporary housing, real property appraisals, titles reports, environmental hazard reports and other needs as deemed necessary by the client in the acquisition of properties.


Bachelor's Degree in Civil Engineering, Business Administration, Planning, Real Estate, or a closely related field or commiserate experience to a degree.

10+ years increasingly responsible professional experience in real estate acquisition, appraisals, and legal document recordation and related experience performing similar functions as described above.
