Parsons has been providing project and construction management owner's agent services to DOE since 2012. We are now hiring a Construction Manager to join our Enterprise Construction Management Services team supporting DOE to safely deliver quality planning, design, and construction on time and on budget for a portfolio of upgrade projects at the Forrestal Building in Washington, DC. In this role you will be a member of the DOE integrated project team to successfully partner with DOE Office of Logistics and Facility Operations. Provide Owner's Agent/Trusted Advisor support for assigned upgrade and renovation projects.
Provide advice to the designer and builder (DOE contractor) on DOE's behalf.
Managers submittals, RFIs, and communications on DOE's behalf.
Actively promotes and supports safety policies and monitors the job site for good safety practices.Actively promotes and supports site security measures.
Chairs weekly job meetings; prepares and submits summary of project progress and pending issues to DOE.
Collaborates with DOE and contractors to establish project schedule and budget, and monitors progress in meeting schedule and budget requirements.
Submits status reports and responds to issues and expectations.
Anticipates problems and work to identify and implement corrective actions.
Keeps stakeholders informed of the day to day activities of the project.
Reviews bid documents and assists with bidder solicitation activities.
Documents and executes changes in scope of project.
Anticipates problems and works with DOE, architects/engineers, and subcontractors to identify and implement corrective actions.
Maintains accurate documentation of job progress through daily logs and other reports.
Performs other responsibilities associated with this position as may be appropriate.
Knowledge, Skills, and Abilities: Ability to communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports, and briefings.
Minimum Education/Training Requirements: Bachelor's degree in a technical or construction related field, or equivalent experience background of interacting with executive level customers and typically 10+ years' related work experience is required with at least 3 years in a leadership role at a field site.
Minimum Experience: Enrollment in PM certification program is preferred, but not required. Active DOE 'Q' or 'L' clearance or DoD 'TS' or 'S' is preferred.
Must be able to obtain, maintain and/or currently possess a security clearance.
